Detectives have arrested a second person as part of the investigation into the recent death of a 22 month old child. Savannah C. Masters, age 24, Howard Ohio is currently being held in the Knox County Jail. She is the deceased child’s mother and has been charged with permitting child abuse, a first degree felony. The case remains under investigation.
