Mansfield Civil Rights Advocate Wayne McDowell has passed away.
McDowell pushed for the Code of Conduct Agreement between the community and the Mansfield Police Department this past summer.
McDowell was a 1960 graduate of Mansfield Senior High School and spent more than 30 years as a teacher at the Ohio State Reformatory and also taught at the Mansfield Correctional Institution.
According to RichlandSource.com, McDowell spent much of his life fighting against racial discrimination.
