Mansfield City Council is set to vote next month on $35 million in bonds for an upgrade to it's Water Treatment Plant.
Council President Cliff Mears says council will also vote on Sept. 15th on the proposed increase in Mansfield's water rates, which has not went up since 2004.
Mears says the water treatment plant was built back in the 1950's and is in need of work.
The upgrades to the plant and the hike in water rates, are part of mandates from the EPA.
