Richland County Dog Warden to present plan for spay/neuter program

Richland County Dog Warden Dane Howard is expected to present his final plans Tuesday for a mandatory spay/neuter program for all dogs adopted through the Shelter, according to RichlandSource.com.

Howard talked about his ideas with the Commissioners last month, which will increase adopting a dog from around $140 to near $200.
