The Richland County Sheriff’s Office says that Cornelius Phillips was mistakenly released from the Richland County Jail on Tuesday ( 9/4/18).The incident took place around 5:30 pm and upon leaving the facility, video showed Phillips headed south from the jail. Surveillance footage was used to establish that Phillips is believed to have been picked up by an individual driving a blue Hyundai Sonata.
The United States Marshall Service, local law enforcement and the Ohio State Highway Patrol are working together to locate Phillips. A warrant has been issued for escape with the authority to arrest nationwide. Phillips should be considered armed and dangerous. If spotted, call 911 immediately.
Phillips was originally incarcerated on charges of Possession of Drugs, Expired Operators License, Endangering Children and Falsification. He had been arrested on 8/29/18 by Mansfield Police.
An internal investigation is being conducted into the incident.
