Richland County Commissioners discuss $1.3 million storm water program

A new $1.3 million storm water utility program was discussed Tuesday by the Richland County Commissioners and the Richland Soil & Water Conservation District. The program would affect those who reside in Mifflin, Springfield, Washington and Madison Townships.
